A member of the Bethel Police Department has been arrested following a Connecticut State Police investigation into a fatal January 2025 crash that claimed the life of a 14-year-old girl.
According to Connecticut State Police, Officer Jessenia Beamonte, 32, of Derby, surrendered Tuesday on an active arrest warrant related to the investigation into the Jan. 12, 2025 collision on Route 8 in Shelton.
Authorities identified the victim as Chloe Ramsubhag, 14, of Waterbury.
Charges Filed Against Officer
State police said Beamonte is charged with:
- Accessory to evading responsibility
- Hindering prosecution in the third degree
- Interfering with an officer
According to investigators, Beamonte was not on duty and was not directly involved in the crash itself. However, the arrest warrant alleges she assisted her brother after the collision and delayed notifying authorities.
The arrest warrant reportedly states that Beamonte “knowingly and willfully impeded a police investigation, delayed contacting police/emergency services, and utilized her professional law enforcement training and knowledge to obstruct and hinder the investigation of this collision.”
Details Alleged in the Arrest Warrant
According to the warrant, investigators determined Beamonte’s brother consumed at least eight alcoholic beverages prior to the collision.
Police allege the crash occurred at approximately 12:39 a.m. on Route 8 in Shelton when an SUV rear-ended a vehicle driven by the victim’s father. Investigators said the impact forced the vehicle across the grassy median and into opposing traffic, where it was struck by another vehicle.
Authorities allege Beamonte’s brother fled the scene following the collision.
Investigators reportedly reviewed surveillance footage from a Shelton body shop that allegedly showed Beamonte’s brother arriving nearby at approximately 12:43 a.m. The footage allegedly showed Beamonte arriving at the location at approximately 1:01 a.m.
According to the warrant:
- Beamonte’s brother called 911 at approximately 1:26 a.m. to report involvement in a collision
- Dispatchers allegedly believed the call referred to a separate incident and not the fatal Route 8 crash already under investigation
- Beamonte allegedly contacted 911 at approximately 2:17 a.m. requesting medical assistance for her brother
- At that time, investigators reportedly had not yet connected her brother to the fatal collision
State police said investigators later recovered a detached license plate at the crash scene around 3:17 a.m., allegedly linking the SUV to Beamonte’s brother.

Alleged Phone Calls With Bethel Sergeant
The arrest warrant further alleges Beamonte contacted a Bethel police sergeant prior to notifying emergency dispatchers.
According to the warrant, Beamonte allegedly told the sergeant her brother had been involved in a crash after consuming “four beers over four hours” and that he had left the scene.
Investigators said the sergeant instructed Beamonte to:
- Call 911 immediately
- Return her brother to the crash scene
The warrant alleges Beamonte later informed the sergeant that her brother complained of chest pain and asked whether he would be required to perform field sobriety testing if he returned to the scene.
According to investigators, the sergeant advised that sobriety testing was possible and also noted that hospital personnel could conduct blood testing.
Police said Beamonte ultimately transported her brother to a hospital.
According to the warrant, her brother allegedly declined to provide police with a statement and refused blood and urine testing requested by medical staff.
Department Response
In a public statement, the Bethel Police Department stated:
“The Bethel Police Department takes these matters seriously and holds its members to high professional and ethical standards. Maintaining public trust is a priority for this department, and we are committed to transparency while respecting due process. We will cooperate fully with the investigating agency.”
The department confirmed Beamonte has been placed on administrative leave pending the outcome of the criminal case and an internal investigation.
Attorney Statement
Beamonte’s attorney, Gene Zingaro, issued a statement to News 12 saying:
“My client maintains her absolute innocence. That being said, we are not oblivious to the tragic loss of life in this case, and we wish the family of the victim nothing but the best in this very difficult time.”
Current Status
Beamonte was released on a $250,000 bond and is scheduled to appear in court on Jan. 29.
According to Connecticut State Police:
- Beamonte is the first individual arrested in connection with the crash investigation
- Her brother had not been charged as of the latest public update
- Investigators stated that additional arrests are expected
